Teacher Incentive Allotment

The Texas Legislature created the Teacher Incentive Allotment (TIA) through House Bill 3 to help Texas school districts recruit, retain, and reward highly effective classroom teachers. Through TIA, eligible teachers may earn a Recognized, Exemplary, or Master designation, generating additional state funding for the teacher and district.
Paradise ISD has developed a local designation system that has been approved by the Texas Education Agency (TEA). Our system uses multiple measures of teacher effectiveness, including T-TESS observations and student growth, to identify teachers who may qualify for a TIA designation.
Teacher Designations
TIA designations are distinctions awarded to highly effective teachers. TIA established four levels of designation:
Acknowledged | Recognized | Exemplary | Master

Teachers may earn a designation through their district's approved local designation system or through National Board Certification. Teachers who hold an active National Board Certification may be designated at the Recognized level by the Texas Education Agency (TEA).
Once a teacher earns a TIA designation, the designation remains valid for five years. During that time, the teacher may generate an annual TIA allotment for their employing school district. The amount of funding generated is based on the teacher's designation level and campus of employment.
Where We Are Now
Paradise ISD is currently in the data collection and validation phase of our TIA implementation. During this process, eligible teachers participate in T-TESS observations and student growth data is collected. The district then submits the required data for review and validation before teachers can receive an official TIA designation.
Paradise ISD's initial TIA implementation includes eligible teachers in identified grade levels and subject areas. The district will continue working with our TIA Stakeholder Committee, teachers, and campus administrators to evaluate and expand our local designation system so that additional teaching assignments may be included in future application cycles.
Our goal is to create a TIA system that is fair, transparent, sustainable, and focused on recognizing and retaining excellent teachers who make a difference for Paradise ISD students every day.
